Registration
In accordance with Regulation (EC) No. 1907/2006 of the European Parliament and of the Council of 18 December 2006 on the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, amending Directive 1999/45/ EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission Directives 91/155/EEC, 93/67/EEC, 93/105 /EC and 2000/21/EC, as amended, all substances manufactured or imported into the European Union in quantities of 1 tonne or more per year are subject to registration, with some exceptions, or have been exempted from it.
For phase-in substances, the Agency prepares draft decisions in accordance with the provisions of Article 40 (3) of the REACH Regulation by June 1, 2022 for all registration documents containing testing proposals received by June 1, 2018.
The registration documentation submitted to the Agency and accepted is the basis for assigning the appropriate registration number.
The registration number of the substance should be communicated to interested actors in the supply chain related to that substance.
In the case of substances classified as hazardous in accordance with the guidelines of Regulation (EC) No 1272/2008 of the European Parliament and of the Council of 16 December 2008 on classification, labeling and packaging of substances and mixtures (CLP), amending and repealing Directive 67/548 /EEC and 1999/45/EC and amending Regulation (EC) No. 1907/2006, as amended, manufacturers and importers of these substances in quantities greater than 10t/y should prepare a Chemical Safety Report in accordance with the requirements of Annex I to the REACH Regulation. This report is an integral part of the registration documentation and, based on the data contained therein, the manufacturer (importer) is obliged to develop an exposure scenario for individual stages of the substance's life cycle.
